Advance and Retreat: Tobacco Control Policy in the U.S. Military by Dr. Sarah Arvey and Dr. Ruth Malone appeared in the October 2008 volume of Military Medicine. Through the analysis of more than 5,000 previously undisclosed internal tobacco industry documents, the archival study explored why military tobacco control initiatives have largely failed to meet their goals. In the conclusion, the authors mention Project UNIFORM as an example of the means for military and civilian public health advocates to partner in the face of challenging circumstances.
